Requests use the explicit model ID supplied by the client.

Primary deployment

Administrators designate one primary deployment for each model. Tarseek sends the request only to that deployment after checking project policies, credentials, budgets, and rate limits.

Implemented

Tarseek fails closed when the primary deployment is unavailable. It does not automatically try another provider or model.
